Founder & CEO
Rita Torres
Rita Torres is the CEO and founder of Health Care Partners Foundation, a nonprofit organization that serves underserved and vulnerable populations in Colorado and New Mexico. With over 25 years of experience in healthcare administration and management, Rita specializes in program development, strategic planning, and medical management systems. She is a Certified Correctional Health Professional and oversees grant programs and medical and mental health services in rural detention centers, urgent care and primary care clinics. She was the project manager of a HRSA grant aimed at reducing recidivism and has successfully developed and implemented electronic medical records and telemedicine systems in rural detention facilities. Rita is a sought-after speaker, having been featured at multiple conferences, including the Legal and Mental Health Conference in Lyon, France and the 3rd Annual Correctional World Health Care Forum in Baltimore. She has been recognized for her contributions to healthcare through multiple awards, including Businesswoman of the Year by the American Business Women's Association and the local YWCA "Tribute to Women" award for her community-based healthcare programs for the underinsured and uninsured.

Medical Director
Tim Moser, MD
Dr. Moser is a highly experienced and versatile physician with a diverse background in a range of medical roles. They have served as a surgical intern, Chief Medical Officer of an Army Medical Clinic located on a chemical weapons site, Emergency Room physician in rural Colorado, full-time clinic faculty at a busy Kaiser clinic, performed disability evaluations for Social Security Disability applicants, worked as a solo practitioner in an innovative home-based primary care practice, served as Medical Director at county jails, and as Medical Director of a home hospice agency. Dr. Moser is well known for their exceptional organizational skills and punctuality, with a perfect attendance record in their ten years at Kaiser Permanente. Their strong personal skills and sense of humor have made them a valuable team player, helping to create a positive and supportive work environment for their colleagues.

Graphic Designer
Daniela Ibarra
Daniela Ibarra is a Graphic Designer and Visual Producer at Health Care Partners Foundation, where she plays a vital role in the creation of multimedia content for education and outreach programs that serve underserved populations in rural New Mexico and Colorado. With a strong background in filmmaking, audiovisual production, and graphic design, Daniela specializes in developing institutional and educational content, digital campaigns, and marketing materials focused on behavioral health, substance abuse, and community reintegration. She collaborates with IT professionals, academic partners, and developers to enhance user experiences across digital platforms, and is instrumental in designing impactful visual strategies that elevate the Foundation’s mission. Daniela’s work supports the organization’s communication and training efforts for staff, clinics, and vulnerable communities, contributing to meaningful public health engagement through accessible and culturally informed media.

Operations Manager
Timothy Romero
With over 40 years of experience in Emergency Services, Mr. Romero is a seasoned professional with a wealth of knowledge and hands-on experience in law enforcement, firefighting, and emergency medical services. He has been on the front lines of major incidents such as the Stapleton plane crash and the Columbine shooting, and has coordinated a variety of medical events. In addition to his practical experience, Mr. Romero is committed to training and education, serving as the owner of an American Heart Association training center and a Colorado EMS training site. He is dedicated to promoting safety in the medical field, as evidenced by his book "EMS Street Survival: Surviving the City" and his focus on safety in his training programs.
